Advertisement for Bids - Brownstone Townhome Roof Replacement

Pre-Bid Meeting will be held prior to date required for submission of Bids. Contractors are encouraged to attend in order to better understand Project, and for dissemination of information and clarification of intent of Construction Documents. Questions and responses will be published in an Addenda following conference.

Pre-Bid Meeting will be held on June 25, 2024 @ 10:00 am. local time, at the Brownstone Townhomes. Architect and Owner Representative will be at the meeting. The Prebid meeting will be the only opportunity for bidders to access the site and roof.

Bids will be received by Tuesday, July 9, 2024 @ 2:00pm local time.

Submit bids to the attention of Paul Soenneker at St. Cloud HRA, located at 1225 West St. Germain Street, St. Cloud, MN 56301. Bids will be opened in public and will be accepted by sealed envelope only.

Drawings and specifications are on file at the following locations:

3.) MN Builders Exchange (Minneapolis and St. Paul Builders Exchanges)

Request for Proposal (RFP) -- Utility Allowances

The Housing and Redevelopment Authority of St. Cloud MN is seeking a qualified firm or individual to perform a Utility Allowance Study. This study is necessary to determine appropriate allowances in the Public Housing Program (291 units) and the Housing Choice Voucher Program (1022 vouchers). This service needs to be current with applicable federal and state statutes including, but not limited to, the governing rules, orders, directives and regulations promulgated by the Department of Housing and Urban Development.

Interested parties will be required to submit a proposal which demonstrates experience in this area including a fee schedule and time for completion to:

Proposals must be submitted by 3:00 pm on July 8, 2024. Proposals maybe hand delivered, sent by courier (Fed Ex, UPS, Post Office) or emailed.

Section 3 

Section 3 Preference

The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses. In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry.
