Request for Proposals for Banking Services

The HRA seeks proposals from qualified financial institutions to provide banking services to the HRA.

All proposals submitted in response to this solicitation must conform to all of the requirements and specifications outlined within the full proposal document and any designated attachments in its entirety. In particular, the financial institution will be required to fully execute without modifications, the HUD-required General Depository Agreement. The Agreement requires the financial institution to continuously and fully (100%) secure all deposits regardless of type (i.e., checking, savings, money market, certificate of deposits, etc.) that are in excess of the Federal Deposit Insurance Corporation (FDIC) insured amount.

Prospective offerors requiring any explanation or interpretation of the solicitation must request it in writing by 4:00pm CDT on May 7, 2024. The request must be sent to Karen Rizer at the following email address: krizer@stcloudhra.com.

Notice of Intent to Propose. If your institution elects to respond to this RFP, notify Karen Rizer at the following email address: krizer@stcloudhra.com by 4:00pm CDT on May 7, 2024.

Deck Replacements Cedar Ridge Townhomes 2024

The St. Cloud Housing and Redevelopment Authority is accepting proposals from qualified individuals or firms to provide deck replacements at Cedar Ridge Townhomes located in St. Cloud.  Proposals must be delivered to the St. Cloud Housing and Redevelopment Authority, 1225 W St. Germain, St. Cloud, MN 56301 no later than 1:00 pm, May 7th, 2024.  Provide a lump sum proposal on the HRA Proposal Form.  The St. Cloud Housing and Redevelopment Authority reserve the right to accept or reject any or all proposals.  The successful proposer will enter into a formal contract.  MUST USE HRA PROPOSAL FORM.

A non-mandatory pre-proposal meeting will be held beginning at 8:00 am on Tuesday, April 23rd, 2024 at Cedar Ridge Townhomes 3455 14th St. N. St. Cloud, MN 56303.

Respondents agree that their pricing includes the current minimum tort liability limits of $500,000/$1,500,000.

Respondents agree that there will not be discrimination as to race, sex, religion, color, age, creek, or national origin in regard to obligations, work and service performed under those terms of any contract ensuing from this RFQ.

Section 3 

Section 3 Preference

The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses. In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry.
