Wilson Apartment Architectural and Engineering Services Request for Qualifications 2024

The St. Cloud Housing and Redevelopment Authority will accept qualifications for furnishing Architectural and Engineering services for sanitary and domestic pipe replacement at Wilson Apartments. Qualifications must be delivered to the St. Cloud Housing and Redevelopment Authority, 1225 W St. Germain, St. Cloud, MN 56301 no later than 1:00 pm, September 25, 2024. All timely submissions will become property of the HRA and will not be returned to the respondent. Qualifications received after this time will not be considered.

In the event that you are not interested in being considered at this time, we would appreciate a short letter from you for our files indicating the reason(s). It is the intent of the HRA that the proposed agreement be commenced as soon as possible. The HRA reserves the right to reject any and all qualifications submitted and to waive any informality in submittals received whenever such rejection or waiver is in the interest of the HRA.

Section 3 

Section 3 Preference

The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses. In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry.
