RECEIPT AND OPENING OF BIDS:  Bids for the work described below will be received at 1225 West Saint Germain Street, St. Cloud, MN 56301 until 2:00 pm on Thursday, April 3, 2025 at which time the bids will be opened and publicly read aloud.

DESCRIPTION OF WORK:  The work includes the following together with related items of work, all in accordance with Plans and Specifications:

Briefly and without force and effect upon the Contract Documents, the Work of this single prime Contract can be summarized as follows:

1.             Mechanical Systems:  Replacement of two boilers and associated modifications to existing heating water pumps for reconnection to existing heating water distribution system.

2.             Interior Finishes: As required for patching existing finishes and matching existing finishes.

3.             Control Systems:  As required to integrate and reconnect to existing Reliable Controls BAS, Yale Mechanical North.

4.             Electrical Systems:  As required in support of the boiler replacements and pump modifications.

 

COMPLETION OF WORK:  All work under the Contract must be complete by September 15, 2025

PLAN HOLDERS LIST, ADDENDUMS AND BID TABULATION:  The plan holders list, addendums and bid tabulations will be available for download on-line at www.questcdn.com.

BID SUBMITTAL:  A bid shall be submitted no later than the date and time prescribed.  For this project, the St. Cloud HRA will only be accepting hard-copy bids at the location indicated.  Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted.

BID SECURITY: A Bid Bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of the Housing and Redevelopment Authority of St. Cloud shall accompany each bid.

OWNER'S RIGHTS RESERVED:  The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.

 

Lead-Based Paint Hazard Risk Assessments & Clearance Testing

Request for Proposals

The St. Cloud Housing & Redevelopment Authority (HRA) is seeking written proposals from qualified firms or individuals to provide “as-needed” lead-based paint risk assessments to identify lead-based paint hazards in privately owned, owner-occupied residential housing units built before 1978, that are scheduled to undergo remodeling, repair or other home improvements using funding provided through Rehabilitation Loan Programs offered by the HRA.

Clearance testing will also need to be performed in those homes found to have lead-based paint hazards during and/or after the home improvements have been completed. The HRA expects to handle approximately 15 to 20 rehabilitation projects per year within the City of St. Cloud that will require lead-based paint risk assessments.

The initial contract will be for a two year term. If agreeable to both the HRA and the contractor, this agreement may, at the end of the initial period, be extended for an additional two years. Please provide your proposal to the HRA by 1:00 pm on April 8th, 2025.

Section 3 

Section 3 Preference

The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses. In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry.
