Pre-Bid Meeting Info: Prebid walk-through will be on Tuesday, April 22nd at 3:00pm at Wilson Apartments, 41 3rd Avenue NE, St. Cloud, MN 56304
Project consists of the sanitary and domestic pipe replacement within vertical stacks and the horizontal connections from stack to sinks (sinks remaining but faucets new), shower (remaining) and toilet (replace) within each unit (all work done within the footprint of the building is the base bid). The replacement of the sewage main from the building to street connection and all work done outside of the footprint of the building constitutes Alternate A. Submit Base Bid - All work done within the building footprint. Submit Alternate A - All work done outside the footprint of the building and pertains to the sewage main connect between building and street.

Section 3 Preference
The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses. In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry.
