Accountant

Job Summary:  Under the direction of the Finance Director, the Accountant performs intermediate administrative work accounting for the HRA’s housing voucher programs and other programs as assigned.  This position conducts analysis of programs, projects, grants, and accounts; prepares, processes, submits, and/or maintains related records required for federal, state, and other agencies.  This position provides back-up to the Senior Accounting Specialist, primarily in the areas of accounts payable and cash receipts.

Current programs this position accounts for include, but are not limited to:

  • Housing Voucher Programs:
    • Federal: Housing Choice Voucher (HCV) Program including the following voucher types: regular, Veterans Affairs Supportive Housing (VASH), Project-Based Assistance (PBA), Tenant Protection, Foster Youth Initiative (FYI); Mainstream Voucher Program; Emergency Housing Voucher (EHV) Program; and Continuum of Care (CoC) Rental Assistance Program
    • State: Bridges, Bridges Regional Treatment Facility (RTC), and Bridges Region 7E
    • Local: CommUNITY Mental Health Initiative and Assertive Community Treatment (ACT)
  • Community Development Block Grant (CDBG)

To perform this job successfully, the candidate should have strong computer skills (MS Word, Excel, PowerPoint, and Outlook, Adobe Acrobat, and a computerized accounting system). Must have the ability to learn other computer software programs as required by assigned tasks.

Final candidates will be required to complete 2-3 hours of pre-employment online testing for technical and behavioral competencies prior to the final interview.

Housing Inspector

Job Summary: The Housing Inspector performs specialized work of average difficulty involving the inspection of single and multi-family residential dwellings to determine their physical condition, necessary repairs, and conformance to applicable Federal, State, and Local regulations and codes.  Prepares written correspondences to tenants and landlord/owners documenting deficient inspection items and issuing appropriate solutions for compliance and performs duties related to rent reasonableness regulations.  Maintains physical and computerized files with accuracy and efficiency.  Work also involves frequent personal contact with landlords, owners, property management companies and residents.  Employee must exercise independent judgment, excellent time management, and initiative in performing assigned duties.  Employee must also exercise courtesy, tact, confidentiality, and firmness in extensive contact with residents and landlords.  Work involves regular travel around the City of St. Cloud, and Benton, Sherburne, and Wright Counties, and occasional travel to residences in other counties within 120 miles from St. Cloud.

Job Related Experience: 2 years

Special Requirements: Pre-hire and continued employment requirements: Kari Koskinen Manager Background Check; valid driver's license in the State of Minnesota; evidence of insurance; and reliable transportation. Required within six months of hire: HQS Certification and Lead Based Paint Condition Assessment.

Occupancy Specialist
Job Summary: Position responsible for conducting client and applicant interviews, verifying and processing information to determine eligibility for housing assistance, involves monitoring cases for disputes, potential fraud and program violations.  Applicants must be capable of working with a diverse population, have strong computer skills and be detail oriented.  A background in tenant/landlord law & housing experience is preferred.

Minimum requirements:  Two years secondary education plus 2 years of job-related experience or equivalent combination.

Salary based on education and experience $20.83 p/hour.
