Section 3 Preference - The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses.  In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry. REQUEST FOR PROPOSALS - UTILITY ALLOWANCE STUDY

The St. Cloud Housing and Redevelopment Authority is seeking a qualified firm or individual to perform a Utility Allowance Study. This study is necessary to determine appropriate allowances in the public housing program (291 units), and the housing choice voucher program (950 vouchers). This service needs to be current with applicable federal and state statutes including, but not limited to, the governing rules, orders, directives and regulations promulgated by HUD.

Interested parties will be required to submit a proposal which demonstrates experience in this area including a fee schedule and time for completion to:

Proposals must be submitted by 3:00 pm on June 1, 2019. Proposals may be hand delivered, sent by courier (Fed Ex, UPS, Post Office) or emailed.

that the minimum HUD maintenance wages are being paid to employees. Contractors must submit proof of insurance with
each bid.
