Section 3 Preference - The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses.  In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry. Contracting Opportunities

1.  Invitation for Bids Maintenance Services

The St. Cloud Housing and Redevelopment Authority (HRA) is requesting bids from qualified companies to provide certain maintenance services for various HRA managed housing developments.

It is the HRA’s intention to solicit qualifications from respondents, evaluate their qualifications, verify the information presented, and to award a contract to the lowest cost, responsive and responsible Bidder. The Agency will enter into a two-year contract for these maintenance services, with renewal options.

An unbound original and one (1) unbound copies (a total of 2) of the complete submission package must be received by the agency
by 1:00 pm Thursday, December 5, 2019.  The original and one copy of the submission package must be submitted in a sealed envelope.  On the outside of the envelope should be the Bidder’s name, address, phone number, and the project title “Invitation for Bid for Maintenance Services” to the St. Cloud Housing and Redevelopment Authority. The submission package must be signed by an officer of the Respondent who is legally authorized to enter into a contractual relationship in the name of the respondent.

2.  Multifunctional Laser Printer/Copier

The St. Cloud Housing and Redevelopment Authority (HRA) is requesting bids to replace our RICOH 5500 copy machine and would like something comparable in size to it. 

It is networked (approx. 25 employees) with scanning option.  Other features are 3-hole punch, staple side, top and booklet (single or double staple finisher).  We do not need the booklet finisher that folds.

Black/white only - not color.

Current drawers (cassettes) are one high capacity with 2 additional drawers under it that each hold a ream of paper (500) and can be set with paper size up to 11X17. 

Government contracts acceptable.

3.  Asphalt Shingle Roof Replacement

The St. Cloud Housing and Redevelopment Authority is accepting sealed bids from qualified individuals or firms to replace the asphalt shingled roof at HRA owned developments in St. Cloud (see attached scope).  Bids will be received by the St. Cloud Housing and Redevelopment Authority, 1225 W St. Germain, St. Cloud, MN 56301 until 1:00 p.m. Thursday, January 9th, 2020, at which time they will be publically opened.  Provide complete price (including all labor and materials) for the property. MUST USE HRA BID FORM.

The bidder shall be held to have examined the premises and site and specifications and to have satisfied themselves as to the condition of the premises, obstructions, the actual levels and other factors necessary for carrying out the work before the delivery of their bid.  The bidders shall also acquaint themselves with the character and extent of the Owner’s operations in the area of the work, so that they may plan their services accordingly.  No allowances or extra payment will be made to a contractor for or on account of costs or expenses occasioned by failure to comply with the provisions of this paragraph or by reason of error or oversight on the part of the bidder or on account of interference by the Owner’s or other Contractor’s activities.  It shall be expressly understood that the Owner’s operations will take precedence over any other activity.

A non-mandatory pre-bid meeting will be held beginning at 1:00 pm on December 12th, 2019 at 2005 Quarry Rd. St. Cloud MN 56301 and continuing to the other sites.
