Section 3 Preference - The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses. In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry. Questions, please contact Sandy Hunter at 320-202-3154. 1. SIGHT LIGHTING
The St. Cloud Housing and Redevelopment Authority is accepting proposals from qualified individuals or firms to provide sight lighting at Flintwood Townhomes. Proposals must be delivered to the St. Cloud Housing and Redevelopment Authority, 1225 W St. Germain, St. Cloud, MN 56301 no later than 1:00 pm, September 12th, 2019. Provide a lump sum proposal on the HRA Proposal Form. The St. Cloud Housing and Redevelopment Authority reserve the right to accept or reject any or all proposals. The successful proposer will enter into a formal contract. MUST USE HRA PROPOSAL FORM.
A non-mandatory pre-proposal meeting will be held beginning at 1:00 pm on August 22nd, 2019 at 5702 Flintwood Dr. St. Cloud, MN 56303.

2. GERMAIN TOWERS TERRACOTTA REPAIR & PARAPET CAP REPAIR 2019
The St. Cloud Housing and Redevelopment Authority is accepting sealed bids from qualified individuals or firms to provide Terra Cotta Repair and Parapet Cap Repair at Germain Towers Apartments. Bids will be received by the St. Cloud Housing and edevelopment Authority, 1225 W St. Germain, St. Cloud, MN 56301 until 1:00 p.m. Thursday, October 10th, 2019, at which time they will be publically opened. Provide complete price (including all labor and materials) for the property. The St. Cloud Housing and Redevelopment Authority reserves the right to accept or reject any or all bids. In addition, the owner reserves the right to reject select components of the bids and/or accept select components of the bids. The award will be made to the lowest responsible and responsive bidder whose bid meets the requirements of the request for bid. The bidder may be asked to provide proof of experience, sufficient technical and financial capacity, and trade references upon request. The successful bidder will enter into a formal contract. MUST USE HRA BID FORM.
The bidder shall be held to have examined the premises and site and specifications and to have satisfied themselves as to the condition of the premises, obstructions, the actual levels and other factors necessary for carrying out the work before the delivery of their bid. The bidders shall also acquaint themselves with the character and extent of the Owner’s operations in the area of the work, so that they may plan their services accordingly. No allowances or extra payment will be made to a contractor for or on account of costs or expenses occasioned by failure to comply with the provisions of this paragraph or by reason of error or oversight on the part of the bidder or on account of interference by the Owner’s or other Contractor’s activities. It shall be expressly understood that the Owner’s operations will take precedence over any other activity.

Respondents agree that their pricing includes the current minimum tort liability limits of $500,000/$1,500,000.
