Section 3 Preference - The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest
extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in
connection with projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and
contracts are provided to low-and very low-income residents of the community where the funds are spent, and to businesses
that are owned by, or employ, such services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is
the obligation of the St. Cloud HRA to ensure that contractors and subcontractors understand and comply with the goals of
Section 3 whenever possible and contracts are awarded priority to Section 3 certified businesses.  In order to comply with HUD
regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry. Questions,

Please mail or drop off this form so the St. Cloud HRA is aware you are registered as a Section 3 businessand to be included on bid

Contracting Opportunities

1. Project: DEMOLITION OF SINGLE FAMILY HOUSE & GARAGE
     Due Date: February 14, 2019 no later than 1:00 P.M.
SPECIFICATIONS

The St. Cloud Housing and Redevelopment Authority is accepting proposals for the demolition of a Single Family house &
garage located at 1308 11th Ave. S. St. Cloud, MN 56301.  Proposals must be delivered to the St. Cloud Housing and
Redevelopment Authority, 1225 W St. Germain, St. Cloud, MN 56301 no later than 1:00 pm, February 14th, 2019.  Provide a
lump sum proposal on the HRA Proposal Form.  The St. Cloud Housing and Redevelopment Authority reserve the right to
accept or reject any or all Proposals.  The successful proposer will enter into a formal contract.  The work must be completed
within 30 days of the notice to proceed. 

Respondents agree that their pricing includes the current minimum tort liability limits of $500,000/$1,500,000.

2.  Project: 1710 14th AVE S, ROOF, SIDING & WINDOW REPLACMENT
       Due Date:  February 19, 2019 no later than 1:00 P.M.
SPECIFICATIONS

The St. Cloud Housing and Redevelopment Authority is accepting proposals from qualified individuals or firms to provide Roof,
Siding & Window replacement at 1710 14th Ave. S.  Proposals must be delivered to the St. Cloud Housing and Redevelopment
Authority, 1225 W St. Germain, St. Cloud, MN 56301 no later than 1:00 pm, February 19th, 2019.  Provide a lump sum
proposal on the HRA Proposal Form.  The St. Cloud Housing and Redevelopment Authority reserve the right to accept or reject
any or all proposals.  The successful proposer will enter into a formal contract.  MUST USE HRA PROPOSAL FORM.

A non-mandatory pre-proposal meeting will be held beginning at 1:30 pm on January 24th, 2018 at 1710 14th Ave. S. St.
Cloud, MN 56301

Contractors will complete the Section 3 forms to show whether or not your business is a qualified Section 3 business.
Contractor is to provide permits as required by the city and/or state.

The Owner reserves the right to reject any and all bids, waive any informalities in bidding or to accept the bid or bids, which
best serve the interests of the Owner.  No bids may be withdrawn for a period of sixty (60) days from the date of opening the
bids.
