ANNUAL REPORTS FOR 2017

All applications must be completed and submitted online. Click on the "Housing Rental Application" button above to begin the online application process. This application will give you the option of applying for one or more of the options available to you in one easy application. A computer kiosk is available at the HRA office or at the public library across the street from the HRA office. The 2- bedroom waiting list for the Northway Townhomes and the 2-bedroom waiting list for Family Housing administered by the St. Cloud HRA is closed.

Information on certifying as a Section 3 Business

Section 3 Preference - The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent
possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with
projects and activities in their neighborhoods. Section 3 ensures that HUD-funded jobs, training, and contracts are provided to low-
and very low-income residents of the community where the funds are spent, and to businesses that are owned by, or employ, such
services. As a recipient of Section 3 HUD-funded Public and Indian Housing assistance it is the obligation of the St. Cloud HRA to
ensure that contractors and subcontractors understand and comply with the goals of Section 3 whenever possible and contracts are
awarded priority to Section 3 certified businesses.  In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY
